Foreign Minister proposes new act.

Today, the Foreign Minister of the realm proposed the "Articles of Reformation", which if passed would make Juniperia a commonwealth, here's what would change.
1) The Parliament would be democratically elected, by the people.
2) Juniperia would receive a new coat of arms and a government seal.
3) All realms would be elevated to Kingdoms.
